Board of Trustees

The Library Board sets policy for the operation of the Boise Public Library. By law, library boards in Idaho are responsible, rather than advisory, boards. All members of the Board are appointed by the Mayor and approved by City Council. It is composed of five Boise City residents representing a cross-section of community interests. Each voting Board appointment is for five years with a maximum service limit of ten consecutive years. A Board President and Vice President are elected annually from and by the Board and serve one-year terms in office.

The regular Board of Trustees meeting is scheduled for the second Wednesday of each month at 11:30 a.m. in the Main Library's Marion Bingham Room on the third floor of the library, located at 715 South Capitol Boulevard. Please see Board Agendas for detailed information about specific meetings.

Rebecca Lemmons, President

Rebecca joined the board in 2022. She serves as the Regional Director of Community Health and Well-Being for the Saint Alphonsus Health System. Over the past 15 years, she has worked to improve public health across Idaho’s government, non-profit, and healthcare sectors. She earned a Bachelor of Arts from the College of Idaho and a Masters in Health Sciences from Boise State University.

 

Rebecca joined the board in a full circle moment because her first job at age 15 was as a page at the Main Library. Now as a mother and regular user of the Library, she wants to advocate for and protect one of the community’s greatest assets in providing equitable access to education, information, and resources for Boise’s residents.

Ron Pisaneschi, Vice President

Ron joined the board in 2023. He is the former general manager at Idaho Public Television and currently serves on the Board of Directors for American Public Television. He has served on a number of non-profit and government bards including the Idaho Humanities Council, University of Idaho School of Journalism and Mass Media, and What the Vote Idaho. He retired in 2021 after a 36-year career in media.

 

He joined the board to provide strategic leadership at a time when public libraries are adapting to the ways in which social media, the internet and digital technologies are changing society while striving to remain true to core values of open access, freedom to read, and the right to privacy.

Reshma Kamal

Reshma joined the board in 2023. Reshma serves as a community advisor for the International Rescue Committee and is the humanitarian and outreach director for the Islamic Center of Boise. In these roles she has worked to build connections and understanding with organizations such as Glocal Community Partners, Peace Catalyst International, and the Boise Police Department.

 

Born in India, Reshma has lived in Idaho since 2011. She joined the board to bring awareness of the diversity of experience that is found in our community and is deeply committed to working collaboratively to ensure everyone in Boise can benefit from the Library.

Brian Klene

Brian joined the board in 2021. He and his family have lived in Boise twice, most recently returning to Boise in 2013. Brian has enjoyed a 42-year career in international technology businesses large and small, and he earned his Bachelor of Arts degree in English Literature from The Citadel and his MBA degree from the University of Southern California.

 

Reading, writing, and communicating are critical life skills, sharpened by ideas and learnings found in books. Brian believes the library plays an important role in fostering and sharpening those skills, but also in strengthening the sense of community and equality among the residents of our city.

Nikki Trammel Pantera

Nikki joined the board in 2021. She is a native Idahoan, born and raised in Boise. Nikki received a Bachelor of Arts as well as a Juris Doctorate at Willamette University in Salem, Oregon. After college, she returned to Boise and has been practicing law here ever since.

 

Nikki joined the Board of Trustees because she believes the library is an important part of the community and she has personally benefited from her time spent at the library both as a mom and when she was a child. She looks forward to serving the community and helping to build on all the wonderful services the Library provides.

Municipal libraries and their governing boards are established and operate under Idaho Code, Title 33, Chapter 26, Sections 33-2602 to 33-3608. The Boise City Code, Title 2, Chapter 7, specifically outlines the ordinances governing the Boise Public Library. 

Board Bylaws

By Idaho State law, our Board of Trustees is responsible for setting library policy and hiring the library's director. Library policies are reviewed on an annual basis and revised as necessary by the Board. Please see individual policies for date of last revision. Library Policy Manual
